In this issue, we’re focusing on some of the most common areas where employers need clarity, from coordinating leave types, to ensuring timely PFML claims, to understanding payroll calculations and multi‑entity submission rules. These quick insights are designed to help HR, payroll, and benefits teams administer PFML accurately, consistently, and confidently.
Benefit Stacking
Benefit stacking is not allowed. Employers must run PFML concurrently with any other applicable leave to prevent employees from extending time off by using multiple leave types back‑to‑back. Clear concurrent‑leave policies help ensure PFML and other qualifying leaves run at the same time, as intended.
Tip of the Month: Late Filing Implications
Filing PFML claims on time is essential — and benefits generally cannot be backdated.
Tip of the Month
Contract Days and PFML Benefit Calculations
Contract days do not factor into PFML benefit calculations. PFML payments are based solely on the employees’ wages from the previous four quarters, not on the number of contract days worked.
Payroll Calculations: Calculating Supplemental or “Top-off” Amounts
Employees may choose to supplement, or "top off," their PFML benefit using accrued leave. After DEED calculates the weekly PFML amount, HR/Payroll determines how much can be added without exceeding the employee’s normal pay.

Multiple-Entity Employers
Organizations with multiple FEINs must submit and pay for a separate Equivalent Plan Substitution Request for each entity. However, employers with 15+ FEINs using the same plan can submit a single consolidated request and pay all fees at once. To submit a multiple-entity request, reach out to the paid leave team at paidleave@state.mn.us.
Equivalent Plan Substitution Request Deadlines
Requests are accepted year‑round but must be in by the quarterly deadline to take effect.
